With the issue description, I understand that you are unable to download and install applications on Windows 8.1 machine. I will certainly help you in getting this fixed.
There might be multiple reason due to which you are unable to download and install the applications (like: software conflict, possible malware/virus, particulate app is no more available, operating system compatibility issues etc.)
Let’s follow the below mentioned steps and check if that helps:

Method 1: Clear the store cache
You may clear the store cache by following below steps and check.
a) On the desktop screen, press Windowskey + R to open run box.
b) Type WSReset.exe and hit Enter.
Try method 2, if the issue persist
Open Toshiba App Store
Method 2: Run the Modern UI App troubleshooter
I would suggest you to download and run the Modern UI App troubleshooter from the following link. It would tell us the reason behind the issue and fix it accordingly.
Try method 3, if the issue persist
Method 3:Disable third party anti-virus software
If you have any third party software installed on the computer, then I would suggest you to disable the anti-virus software and check.
Important Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done.
